POSITION SUMMARY
r This position is to lead and manage all aspects of procurement operations in support of AP Hohhot coal gasification plants. The primary purpose of this position is to secure the purchases of all plant materials, equipment and services such that competitive advantage is derived in the market place and ensure that plant can meet its business objectives in terms of safety, reliability and cost.
r In ａｄｄition, this position will also support process enablement activities in terms of implementation of procurement policies, procedures, system/tools, and training materials in supporting other China Gasification plants.
r · Hohhot business operation. These activities encompass commodities and services such as plant capital equipment, spare parts, consumables, materials and services including sub-contracting, maintenance and indirect services.
r · Leading, training and managing site procurement team to support plant operation.
r · Developing and ｅｘｅｃuting the procurement strategies and plan in support of Hohhot and China gasification plants business objectives.
r · Leverage the Regional Strategic Sourcing and China ASU procurement team as part of the overall IG Asia procurement resources to support plant procurement requirements.
r · Leading the team to work closely with Production and Engineering functions at the plant level to ensure early involvement for increased procurement value creation.
r · Representing procurement as the functional leader and trusted advisor with all business and cross-functional stakeholders.
r · Defining and implementing productivity improvement programs that drive operating cost and work process efficiency.
r · Sharing best-practices and support process convergence across IG Procurement Sub-region and Asia.
r · Identifying and deploying all purchasing policies, standard practices, tools, processes, and systems aligned to Regional / Global practices.
r · Combining gasification features and IG Asia process/procedure, develop China gasification procurement SOP.
r · Ensuring all purchasing activities and businesses comply with Procurement Policies, Procedures,Processes and Practices as applicable.
r JOB REQUIREMENTS
r · Qualifications
r - Bachelor’s Degree or higher.
r - Fluent oral and written English language required, and mandarin is must.
r · Experience
r - At least 9 years of strategic sourcing and purchasing operation experience, preferably with foreign multinational companies in coal gasification, oil & gas or engineering service (EPC) industries.
r - Has at least 3 years of managerial experience, team management;
r - Experience in sourcing & equipment category management & engineering service.
r - Detailed knowledge of purchasing procedures and practices, including aspects of negotiation and contract.
